iOS Credit Card Bill Payments Via Third Parties

I know that there are credit card services and APIs available for iOS that can be used for if we are selling any non-app related products of our own in our app, like bags, watches etc stuff like that. But can it be used for this scenario:

Bill Payment via a third party

where third party = a legal entity the pays around bills on behalf of its registered customers

the users scans his bills via the application and sends those scanned bills to the entity along with the payment of the bill from his credit card. And then the entity takes on the job from there and submits the bills to related departments (water, electricity, gas) etc.

I just want to know, if Apple can raise any issues with the app upon submission.

Should the entity be properly legalized to provide such services?

Anybody has any idea or thoughts about such a concept of an app?
