New project in android sdk-eclipse got error in Graphical Layout

whenever i create new project i got following error e Exception raised during rendering: Unable to find the layout for Action Bar. Exception details are logged in Window > Show View > Error Log

I search and downgrade API target as per other suggestion still not help, error is still showing so please anybody can help me?
